Builders' Association of India (BAI)

BAI (Builders Association of India)  is the premier   apex body  of Civil Engineering Construction Companies in India.  BAI was founded in 1941 under the inspiring and visionary leadership of Brig. C.V.S. Jackson of Military Engineering Services, Pune.   He was instrumental in arranging a suitable piece of   land inside the premises of Head Quarters of Southern Command and the first office was built there which was later came to be  known as Jackson Hut’.

Traversing through many ups and downs since its inception, BAI now stands as towering body protecting the interests of Indian Construction Industry and all its stake holders. From a novice in the Industry to  seasoned players, BAI is there offering expert advice and guidance to all  in all fields without  any exception. As a trouble shooter with a hawk’s eye,   BAI is ever ready to help its members navigate their business hassle free . At BAI we believe that all our aspiring members should dream big and  leave their footprints behind for others to follow. Like planting of a  tiny seed and nurturing it to grow big like a Banyan tree, BAI assists it  members to fulfill their business dreams and later stand on their feet. Be it a knotty legal issue or  a major financial entanglement  or an existential crisis or simply the fall out of a  mutual competition among members. both from within and outside, BAI, helps them ward off all issues  with its  sound knowledge and experience spanning more than  seven decades and above all as an Apex Body having  well maintained  business relationship with various inter/intra Govt. Departments at  local, national and international  levels. Like a beginner jumping into the sea without the basic knowledge of swimming, any beginner can plunge into the Civil Engineering Industry and take  it for granted that BAI will help them swim with the tide and reach ashore with many laurels in their hands.

BAI has been witnessing an amazing  and gigantic growth ever since its inception. Its membership rose from  a meager 250 to more than 15000 Direct Members and over 100,000 Indirect Members  spread over around 150  centers across the country.  BAI has many jewels in its cap some of which need a mention here :

  • BAI was  instrumental in starting National Institute of Construction Management and Research (NICMAR). Its sprawling   Campuses at Pune, Delhi and Hyderabad  are the epitome of its growth,  stature and acceptability.  Very soon, its expected to get the status of a deemed University. A rare achievement indeed !
  • The  current Project Export Promotion Council of India (PEPCI),  the  successor to the Overseas Construction Council of India, was the  brain child of  BAI.  This, in turn, paved the way for a trouble  free Man power supply abroad and could contribute  a major chunk of  foreign remittances to the national exchequer.
  • PEPCI is now actively pursuing project exports under   Ministry of Commerce & Industry, Government of India.
  • The anomalies that existed in the 46th amendment of the constitution,  vis-a-vis Sales Tax, were set right to the satisfaction of various State Governments and other stake holders by filing a Writ Petition with the Supreme Court of India.
  • Price Variation Clause  was incorporated for the first time in the work contracts.
  • BAI is working towards achieving the goal of  a 'Unified Standard Equitable Contract document', based on FIDIC guidelines, for the mutual benefit of all.
  • The labour force,  consisting mainly of illiterate, semi literate  and migrant workers,   no doubt, is the pillar of  the  construction industry. They should not be deprived of any of their benefits.  Consequent to the  relentless efforts of BAI, Central Provident Fund Commissioner, Govt. of India,  will shortly come  out with a comprehensive package that will provide equitable and just solutions to the problems faced by the Industry while implementing various provisions of Provident Fund (PF) law.
  • India is a vast country with different standards of Education and Culture  and different regional peculiarities which sometimes lead to disagreement in the interpretation of Pan India laws.   BAI seized of this issue  and promptly took up the matter with various High Courts in India  to clear the doubts and misunderstandings  in the implementation of the  provisions of  VAT, Entry Tax, Service Tax, Sand and Dredging Tax, Labour Welfare Cess  etc.
  • Due to the cartelization of some manufacturers, the prices of Cement and steel began to shoot up and reached an unaffordable level.  This trend was reversed and  the sky rocketing prices were arrested as BAI  stepped in and mediated between the appropriate govt. agencies and other stake holders. We can proudly say that our intervention not only saved the industry but  Govt. of India could also  avert  huge revenue loss in the process.
  • BAI’s  monthly journal, 'Indian Construction',  keeps its members updated on all relevant matters pertaining to the industry, including the fast changing technology,  so that our members  are on par with their counterparts in any part of the globe at any given point of time.
  • BAI is an affiliate of the International Federation of Asia and Western Pacific Contractors' Association (IFAWPCA). IFAWPCA, in turn,  is affiliated to Confederation of International Contractors' Associations (CICA), the world body of Contractors and Builders. While IFAWPCA has a consultative  status with Asian Development Bank, CICA has a similar status with the World Bank.
  • BAI has been recognized  with  ‘Observer’ status in the Annual Meetings of Asian Development Bank.
  • BAI is also affiliated to many national organizations  connected to the Construction Industry. This facilitates exchange of  ideas and views and ensures frequent flow of information.
  • BAI has been bestowed with adequate  representation  in many Committees of Central and various State Governments, which formulate policies on taxation, labour laws, environment, etc.
  • BAI is one of the founder members of Construction Industry Development Council , formed by Planning Commission, now rechristened as Niti Aayog.
  • BAI was a member of  the Working Group on Construction in the formulation of 12th Five Year  Plan (2012-2017).
  • BAI is one of the promoters of Construction Skill Development Council of India (CSDCI),  formed under the National Skill Development Corporation,  constituted by the Prime Minister’s Office, for encouraging  skill upgradation of unskilled workers.
